Detection and Laboratory Assessment of Releases of Hazardous Chemical Substances into the Environment Requiring Fire Brigade Chemical Lab Call-out

The diploma thesis is focused on a detection and a laboratory control of hazardous substances’ leak into the environment. These hazardous substances are classified. Further, it aims to chemical laboratories of the fire-brigade of the Czech Republic, as well as which place they hold in the fire-brigade system, and it indicates their main duties. This diploma thesis contains a review of some essential types of devices and mediums, which are in terms of the fire-brigade of the Czech Republic usable to practice the detection, determination and assessment of the hazardous substances in various figures of the environment in terrain, i.e. filling of duties of the chemical survey. The output of this diploma thesis is simulation of leaks of the toluene diisocyanate using ALOHA software, TerEx software and Rozex Alarm software. Further on, the proposal of another methodical sheet focused on leak actions of the concrete hazardous industrial substance – toluene diisocyanate. This methodical sheet could therefore broaden pro tempore elaborated sheets for chlorine and ammonia.
Resource assessment of environmental risks in industrial enterprise

This diploma thesis is focused on evaluating the sources of environmental risks in the safety domain of the Honeywell Aerospace Olomouc company. First part of the diploma thesis is theoretical and serves as an entry to problematics of severe accidents prevention, risks identification and assessment. In the next part all the chemical substances stored in this international industrial company are valorised, the substances most dangerous to the environment are identified and certain precautions to prevent serious accidents are suggested according to valid legislation and recommended methods of the Ministry of the Environment.
Decontamination of Persons at Medical Facilites during CBR Events

The aim of this work is the effort to bring new insight into the possibility of decontamination in healthcare facilities. In the first part are briefly explained keywords. The second part is a brief preview of the sarin attack in the Tokyo metro and the cooperation of Japanese rescue system in this event. It is followed by estimated procedure of integrated rescue system of the Czech Republic at the same event in the Czech Republic. Then is a proposal of some problems arising from improvised decontamination in the unequipped hospital and a proposal for the possible course of decontamination in a medical device.
Modellling Consequences of Chemical Accidents

Nowadays the number of produced chemicals is increasing very rapidly. However, technological processes are gradually improving and safety of handling chemicals is increasing. Unfortunately, even today, chemical accidents can happen. To alleviate results or to prepare for protection of humans, extensive knowledge is necessary to estimate the course of a chemical accident. One of the means of accident mitigation are modern modelling programs that will help us to clarify the implications and consequences of the course of chemical accidents. Based on the results of such modelling, different organizational and safety measures (preventive, oppressive, protective, rescue and relief character) can be taken to increase readiness for disasters and especially to reduce vulnerability of population.
Possible Misuse of Hazardous Chemical Industrial Toxic Substances

Bachelor thesis, „Possible misuse of hazardous chemical industrial toxic substances“, deals in the first part with legislation, which dictates conditions for handling with hazardous toxic substances. In the next part work covers with terrorism and chemical substances abusement in context with terrorism. Security of selected buildings and transport is also solved. The main aim of this work is to make a list of hazardous toxic industrial chemicals which are made in the industry of Czech republic and therefore can be abused easily. At the end of the work is the set of effective limitation of the potential abuse of dangerous toxic industrial substances provided and the guide how to behave in case of terrostist attack in the subway is designed.
Protection of population in the city of České Budějovice territory in case of an accident associated with dangerous chemicals leakage

The theoretical part of this thesis deals with the protection of the population, focusing specifically on events that are associated with the release of hazardous chemicals. The content of the first chapter is the basic division between incidents that are categorised as being events that are caused by human activities and events that occur irregardless of human activity and are mainly of a natural character. This chapter, is focused on events that are related to human activities and events that have some association with the release of hazardous chemicals such as accidents that occur at chemical facilities. In the following subsection the basic classification of hazardous chemicals in accordance with their chemical properties and their toxicity is processed.The following subsection deals with population protection as a whole. For helping with understanding this issue in its entirety this subsection presents basic information that is related to population protection and defines the characteristics of the basic concepts that are related to this issue. Both warning and evacuation are discussed in greater detail in this chapter. The text also defines emergency planning as representing a basic means of population protection. Emergency planning is described from the level of a territorial authority unit, i.e. as a regional emergency plan, to an in-house emergency plan for a chemical plant.In the second part of the thesis research questions are formulated, which read: "What is the readiness of the system for protecting the population of České Budějovice in the event of the leakage of hazardous chemicals?" The research was focused on the content of the relevant plans of the entities that deal with hazardous chemicals in the district of České Budějovice. During the research basic criteria were observed that should be included in those plans; namely whether or not they are listed there.Subjected to research were the 16 plans for tackling emergencies of the entities that deal with hazardous chemicals in both the District and the City of České Budějovice. Following is an evaluation of the results obtained in accordance with the Readiness Index that was established. At the conclusion of the work the research questions were also answered with regard to the serious deficiencies that had been identified in the relevant plans during the research period. The discussion and the conclusion also contain proposed measures that are aimed at improving the overall level of population protection within the territorial authority unit constituting both the District and the City of České Budějovice.

Emergency preparedness of Nestlé Česko, s.r.o, Zora

The thesis deals with the issue of emergency preparedness of Nestlé Česko, s.r.o, Zora Olomouc. According to the Act. No. 224/2015 Coll., concerning prevention of major accidents caused by selected dangerous chemical substances or chemical preparations and concerning amendment there is underlimit amount of hazardous chemical ammonia in the area and we cannot classify this as group A or B. On these not-classified resources there are not subject to some duties under this Act, especially the obligation to prepare an emergency documentation. There are a lot of factories like this in the Czech republic (and in the world) and there is certain danger for employees of this companies and for civilian population who is in the danger area. There is more than 6700kg of ammonia in the factory Zora and it is quite a lot. We have to look at special precautions. Ammonia is taken as moderately toxic substance that irritates the eyes, mucous membranes, and in high concentrations can cause death. Another dangerous effect, except the toxicity is its explosiveness and flammability. Impacts of hazardous concentrations are not threat only for people but also for animals and the environment.
